Symptoms
You receive the following message when trying to set up TechMail:
We can't sign you in. Your browser is currently set to block cookies. You need to allow cookies to use this service.

Resolution
CAUTION: This will delete all email accounts you have set up in Mail.
1) Tap and hold the Mail app on your home screen.
2) Tap the X in the top left-hand corner of the app.
3) Download Mail from the App Store.
Outcome
You will be able to set up your TechMail account and sign in on your iPhone or iPad using the Mail app.
