Possible Cause #1

You are using a mobile device, such as a smartphone.

Possible Cause #2

The eRaider account with which you are signed in does not have NSC permissions.

If you are using a mobile device, try using an alternate browser on the device that does not redirect to the mobile interface. (Some browsers will allow you to "trick" the website into thinking that you are on a desktop or laptop so that you get the full interface.) Otherwise, you may use a desktop, laptop, or tablet to access the form.

If you are using a desktop or laptop computer, close all of your browser windows and try accessing the site again using an authorized account. To avoid closing your browser windows, you may also try browsing to, clicking Manage Your Account, and signing in using an authorized account. Then, go back to the Telecom website in the same window.

If your account does not have NSC access and you would like access, follow the instructions in the message to request access.
