In Microsoft Teams, you are unable to pin apps to the left navigation bar.

System administrators have stated that they were in contact with Microsoft and that Microsoft is fully aware that the "Allow user pinning" option in Teams is not working as intended. Their back end team is working on pushing a fix for this with an ETA of the first week of April 2020.

There is no known resolution at this time.
