A distribution list in TechMail (Microsoft 365 email) has an actual email address that can be found in the global address list (GAL) and is viewable by all TechMail users. In contrast, a personal distribution list (a.k.a. contact group) is only saved in your personal contacts folder and is only accessible by you.
