After you first create a TechMail mailbox, create a distribution list, make changes to distribution list membership, or make other similar changes, it can take up to one hour before the changes are fully applied. During this time, email sent to the an affected TechMail address may be returned to the sender as undeliverable, or other similar results may occur depending on the change made.

Also, Texas Tech's global address list (GAL) can take up to five hours before the changes are reflected. If you are using Microsoft Outlook in Cached Exchange Mode, it can take up to 33 hours before you will see the changes.
